    It is possible that the vehicles in point one above have had their color changed before being sold.

    3. CERTIFICATES OF AUTHENTICITY ISSUED FOR STOLEN CARS
    It is possible that a significant number of employees of the Romanian Car Registry have issued certificates of authenticity for stolen vehicles, within the period provided by law.

    4. DATABASE CREATED BY CAR THEFT NETWORKS
    It is possible that the new database in which employees of the Romanian Car Registry check whether the vehicle to be registered is stolen, was created by some of the members of the networks that steal and sell cars in Romania.

    5. AUTHORIZATION OF NON-STANDARD CAR SERVICES
    It is possible that the Romanian Car Registry has authorized a significant number of car services that did not meet the standards.

    6. LEGISLATIVE GAPS IN LEGAL/ILLEGAL CAR TRANSACTIONS
    It is possible that Romanian legislation does not satisfactorily cover the issues in the field of legal/illegal car transactions.

    7. CAR FAIRS AS CHANNELS FOR STOLEN VEHICLES
